Dam
Safety/Design
There
are some 78,000 dams nationwide, and roughly 8,000 in Pennsylvania
and New York. Many of these are smaller privately owned dams. The
Association of State Dam Safety Officials estimates that approximately
40 % of non-federally owned dams are in need of rehabilitation.
Even dams with relatively small storage volumes and low dam heights
could cause extensive downstream damage and loss of life in case
of an abrupt dam failure.
Dam failures
can occur from a wide variety of reasons including inadequate spillway
capacity (overtopping), poor design, seepage and piping, structural
failure, geotechnical conditions, seismic and even sabotage. WEC
has the experience and training to spot potential trouble spots
and recommend remedial solutions to repair deficiencies before a
problem occurs. We provide dam inspection services, provide hydrologic
and hydraulic modeling, dam break and inundation mapping, preparation
of emergency action plans (EAP) and design of dam improvements.
Our dam projects have ranged in size from large "farm ponds"
to high hazard dams that impound over 2000 acre-feet of water. Our
staff has completed dam safety training through the Bureau of Reclamation
Dam Safety Evaluation Seminar.

WEC provides a wide range
of floodplain management and hydraulic modeling and design. The
firm's president, Rick Woidt, is one of only 24 Certified Floodplain
Managers in New York State. Our projects have included modeling
of streams, culverts, closed stormwater systems, watersheds, bridge
replacement hydraulic studies, residential and commercial flood
proofing, flood levees and closure structures and interior (pumping)
storm drainage systems. Our projects often deal with investigations
of Flood Insurance Studies (FIS) requiring preparation of Conditional
Letter of Map Revisions (CLOMR) or Letter of Map Revisions (LOMR).
As such, we routinely coordinate with FEMA and their technical review
contractors offering us a comprehensive understanding of the administrative
process. In addition we have helped many of our clients obtain state
and federal funding for disaster or pre-disaster mitigation projects.

Management
With
the passage of "Phase 2" of the National Pollution Discharge
Elimination System (NPDES) in 2003, the focus of stormwater management
and control has been broadened in scale to include smaller construction
sites. Phase 2 regulations lowers the threshold to one or more acres
of disturbance, thus even large individual home sites may be subject
to the regulations of NPDES. "Phase 2" regulations require
that discharges leaving the construction site meet minimum requirements
for both stormwater quantity (peak release rates) and water quality.
Preparation of stormwater controls during construction (erosion
and sedimentation control) and post construction (water quality
and quantity control facilities) are typically required and included
in a Storm Water Pollution Prevention Plan (SWPPP).
To this
end, WEC provides a comprehensive range of services including Erosion
& Sedimentation Control Plan preparation, permanent stormwater
control design, SWPPP preparation and post construction monitoring
and inspection. Our projects have ranged from as small as 2 acres
to over 100 acres in size, and have included residential, commercial
and planned unit developments. All of our projects include coordination
with local municipal authorities, resource agencies and presentation
of proposed stormwater treatments at public meetings and planning
board sessions. This experience has allowed us to gain a solid working
relationship with review boards and agencies resulting in efficient
designs and cost savings to our clients.
